I think you're a little confused here. Let's re-read what you posted:
The DMCA's Safe Harbor act says Google is safe from liability if they:
"...quickly remove material a content owner alleges infringes on their copyright."
So what that says is that all Google has to do is when someone tells them something on their site is infringing, they take it down. That's what Google does.
Then you say something contradictory:
"They really should screen everything before it gets posted."
But that's not what the law says. The law says Google doesn't have to do this at all.
Now, I will agree with you that the DMCA is an extremely poorly written law, and it should be scrapped and we should start over from scratch.
