How do you do that?
How do you screen every file? It's not like there is a list of what is and isn't protected by copyright that they can cross reference. Even if there was how do they determine if the work was authorized or not? All Google can do is make it as easy as possible and quick as possible for the copyright holder to request the offending works be removed and stay removed.
