Well.... maybe, but concerns exist.
Based on the governments seeming inability to use computers effectively as of late, I'm not too sure that would work all that well.

Indeed it makes perfect sense for e-filing to be free. It saves the government money and reduces mistakes. Yet, when we file in this manner as opposed to sending in a paper return, we are penalized for it.

I'm guessing that the accounting and finance lobby would have something to say about free e-filing too. Probably the first complaint out of a bunch of mouths would be that the government is providing a service that is "supposed" to be provided by private business. The current e-filing system saves the government time and money -AND- creates income for business. Trying to take away the latter could be quite a task.
