Invalidating laws
I took a minor in law. One thing I remember from those class was an law Proff said about laws. If a law is not enforcable and a majority choose to break that law then that law is not a law. Technically on the books it is but the people chose to invalidate the law by choice or purely by ignorance. Laws get changed in this manner. It actually one of the few ways to strike down a law.

In a democratic society it's the people that choose the laws not the government. Laws can only be put on paper by govenments but in the end that law is just a piece paper. It takes the buy in of the majority to obey the law and make it work. If no one buys in on the law then the law is nothing more than a piece of paper. The opposite works too. The people can make laws that aren't on the books and they work only because the majority chose to follow that unwritten law. You will see this kind of thing in Bible Belt territory quite often.
