Only applicable to thos ethat use the client/server architecture.
As I pointed out before, there are 2 models.

Some networks and channels such as Napster, OpenNAP and IRC server channels use a client-server structure for some tasks (e.g. searching) and a peer-to-peer structure for others. Networks such as Gnutella or Freenet use a peer-to-peer structure for all purposes, and are sometimes referred to as true peer-to-peer networks, although Gnutella is greatly facilitated by directory servers that inform peers of the network addresses of other peers.

The first system listed above is client serevr, thus it has a centralized list. On these systems, a check can be done. On true peer-to-peer systems, it is a hash file and there is no centralized host to monitor this.

Let me give you an example: someone with the non-client/server version of peer-to-peer takes his/her laptop to a Wi-Fi hotspot, starts serving while chatting with friends, getting coffee, reading, etc. The indexes are has dynamic, nocentralized server. See the problem? You are still sticking to the client server model that has gotten a lot of media attention, this is similar to Youtube, but the other model is a different netwotrk topology all together!

Go look in your graduate and postdoc comp sci texts (you do have at least a graduate degree, right?) and you will see the problem with your theory as per the second network toplogy.
