P2P systems are managed by the system owners, typically not in the domain of a hosting company. While the software maker may be able to set up an indexing system, you can have multiple files with the same name on multiple hosts, all owned and managed by different people (the variant system owners/file sharers). If there is a centralized repository rather than an individual host hash/index, then and only then these things be checked.

If content is held on a host that is managed by some company (as with Google, etc.), then it can be checked. P2P does not work that way, it may be master/slave (with an indexing host) or each individual host hands out a index hash, thus hard to track by a centralized authority.

These 2 models are different from a network architecture perspective. You brought up P2P, which is decentralized and may not have a centralized indexing host, a different model from YouTube.
