Remote control apps like Logmein and Laplink
are already doing this. The problem with these apps and the current web structure is the upload speed of the home remote computer. Uploading at 256kb or 512kb from a remote can make some things very slow.

Since web apps (theoretically) would be accessed at the same speed as a user can access any other internet page, speed should not be an issue for most applications.

Video and high resolution graphics are a couple of areas where speed and bandwidth would still be an issue.
