Porn is on several top level domains.
Anyone who has a domain (.com, .de (Germany), .au (Australia), .us (United States), .ru (Russia)) can place anything they wish to on it. There is no guarantee that those with .com or .co.uk with "pornographic content" will want to move to a .xxx domain. .xxx would probubly just map to a .xxx.us anyways, as in most other countrioes, parents take more responsibilty for their children then asking a(n American) politician to babysit them!
