The porn industry does want an .xxx domain so they can move their materials to that top level domain. They honestly don't mind the ability to self-regulate on that particular tld. You can keep all the porn on one place, and filtering is easy as saying "no .xxx domains"

The problem is some whackjob who thinks that this validates porn on the Internet, and keeps having the idea stopped. The porn is on the net, we might as well as make it easy to find, and block.
