Tracking would satisfy
YouTube could use content-based tracking (invisible digital watermark or fingerprint) to track every piece of content that is uploaded to the site, and conversely to check for known watermarks created by standard tools (like Photoshop does for image files - there are others that do the same for audio and video) or fingerprints published by the likes of AMG et.al. Then place monitors at strategicly loated routers to automate the policing, populate a tracking database, and make the tracking database openly available. This should satisfy the requirements of the DMCA. Their job is done.
