The H-1B visas are not needed...
... because of an absence of people interested in math and science. If someone were to apply for a job in IT and named as qualifications an interest in math and science and a few academic courses, would there be much interest?

Particularly when there are in the US a substantial number of people, I expect, qualified or over-qualified for most jobs offered.

H-1B is not about qualifications or interest in math and science, it's about control of the labor market.

The current level appears to be having some effect if companies are concerned that they might have to hire those qualified and already applying for the available jobs.

So if the H-1B maximum number is cut in half it should still allow in exceptional individuals while not doing any damage.

If I'm wrong, it can always be cut in half again.
