Google might already be moving in that direction
I think that you're absolutely right. I also think that Google is probably moving in that direction already. This new release of premier edition seems to indicate to me that they're moving towards offering more company-centric options for this service. Plus the fact that they do already do this with the search functionality (as you mention).

Docs and Spreadsheets is still somewhat nacent, so I think that if you give them time (once all of the features included are somewhat mature), you'll see a "Google Apps for your Business" network appliance for sale. Or even the functionality rolled into the current search appliance.
