Small / medium business owners already have their pants down, waiting to

get kicked in the ____. They do not have money to pay for an army of experts to secure their systems 24x7 against attacks. Google (and other service providers) can provide that army, and a much higher level of security. Again, they are already exposed, RIGHT NOW.

But, that said, many will want it on-site, and I am sure Google will offer that option, sooner rather than later. Just like they offer the search box on-site.

And, on the cost savings, last time I checked, MS charges a lot more than $50 per year for software assurance.
