You do realize
that what the telecom companies want to do is charge you the consumer for using something like Skype. If you're not paying them to for the use of a program to which they have no license or right then they want the ability to degrade your network connection to the point the program is unusable. I would suggest that is their right only when they aren't a monopoly in any area they service. In other words there is at least one other set of competing backbone infrastructure usable by every consumer. Otherwise this is just a blatant attempt by a monopoly to use the strength of that monopoly to force it's way into a market place where it can't compete by any other means.
