Start-ups (not monoliths) deserve net neutrality
Bifurcate companies into start-ups vs. monoliths. Provide start-ups net neutrality for a specified length of time, the way patents are issued to protect new ideas. Let the FTC approve start-ups' status and grant the length of time start-ups are eligible for net neutrality treatment. Monoliths (like Google) need to carry pay for their use of the network so the infrastructure investment can be made to ensure start-ups do have a chance. An equally slow network benefits no one.
