Here's two to grow on
1. since their both minors, both sets of parents get charged with negligence and the delinquency of a minor

2. outlaw sexual activities for anyone below the age of consent, inclusive of public displays such as kissing, handholding, touching in a familiar manner, and pseudo gestures such as blowing kisses

As a fitting punishment for this case, the families must get same jail time, . . . just great, family prisons.
