I wasn't clear enough
I meant ONLY for the registered sexual predators, not the population in general. It is
the sex predators first off that need the close monitoring, and secondly, I meant each
state should have a dedicated task force to monitor the sexual predators (only.)
Sorry if I sounded to Orwellian in that, I don't mean the general population!
