Bingo!: You hit the nail on the head. How are they going to know that a sex offender has an e-mail address that they haven't registered, and that they do not access from their home account?
How do they know that they aren't using someone else's e-mail address?

This doesn't help at all. What would help is COMMON SENSE on 'sex offenders'.

Such as realizing that pedophiles and 'child molesters' are not truly sex offenders unless they are physically forcing or verbally threatening children into sexual acts (something that I can tell you from experience as a child having sexual relationships with adults and as a person who specializes in the investigation of sex offenses with children happens almost NIL amount of times).

Such as realizing that most rapists are milquetoast people who are off-put by the 'powerful, unapproachable' women and teenage girls of today, and are so sexually frustrated because of that, that they snap and rape a woman or girl.

Such as realizing that the best thing to do with sex offenders is to TREAT them and stop persecuting them, since that leads to them raping people MORE!

Such as realizing that pornography is sometimes the BEST solution for a 'sex offenders' urges, and that taking that away from them (as most states try to do!) makes them MORE likely to offend again.
People keep on saying that 'sex offenders' are evil people. Speaking as a pedophile myself and as a human, sex offenders are not evil. What are evil are the people who are using them as political cannon fodder, when there are people like murderers and wife-beaters that they should be going after!

I swear, the world has gone crazy today, and people honestly don't realize that you should warn people that 'X is a ex-rapist' but not judge them just because of that.
