Proposal requires sex offenders to list e-mail.. How does this help?
It won't help. I suspect it will be used as a tactic to convict sex offenders (today, who knows who tomorrow) of something else to get "them" off the street whether "they" have committed another sex related offense or not. It could be used to extend the length of confinement of a newly convicted sex (or other) offender. If passed, it will set a dangerous precedent.
