Not likely to be effective
It's trivially easy to falsify one's identity when registering for a free e-mail account (Nigerian swindlers do it on a regular basis) and it's been years since domain registration data has been reliable (that's one of the things that went out the window when multiple registrars came in). Therefore, all that's likely to come of this is that sex offenders will simply not use their real names online (they probably don't anyway).
