Does anyone have the whole picture
This is the key point. If you have processes in place which will only delegate a small portion of a larger picture to the individual then you can hedge your investment and risk.

Also, migrating work to other countries causes issues with turnover, both locally and abroad. Locally, people don't want to have workdays spread over 16 hours to accomodate other areas (con-calls, etc.) People working abroad also don't want to change their schedule, but are more willing to - at least in the short term - to achieve a higher wage/experience.

In the end, unless it is done correctly, moving abroad affects both your local and abroad workforces. Those who are abroad want more money and move one due to higher demand, those who are local want more security and a proper schedule and move on due to less security and a worsening schedule.
