That's in IE7
This is something IE7 has as a popup. Google and IE have a deal and Google has a version of IE7 you can download with it already installed.

And again, how does this make them evil? If you go to any news site you have huge popup ads the size of the screen you have to close. They have audio and video and they're annoying, but they're not "evil".
