This article (and the study described) completely misses the mark. Participants in the Milgram did not actually administer shocks - they just thought they did. It was the resulting distress in the participant that was deemed unethical. This paradigm does nothing to alleviate that, and hence, this goes nowhere in providing a meaningful experimental framework. Participants still experience distress (elevated heart rate, etc.). All the ethics concerns raised with the Milgram study are still relevant here.
