Yes, cross platform.
Cross platform means it works on a variety of computing devices and a variety of platforms. It does not necessarily imply that outdated platforms and OSes are supported.

You might as well complain that it's not cross platform because it doesn't support the ENIAC. Gimme a break, it doesn't need to.
