Almost a great idea.
This looked like a great idea to me, until I read:

Once the raw GPS data is uploaded it can also be edited wiki-style by other users, who can add information such as street names.

Allowing people to offer inputs is a great idea, but leaving it at the whim of any nut on the web to change and hoping for the best makes no sense. They need at least some ownership of what changes get checked in or not. Why not have regional "Map Masters" who are responsible to proof all changes in their respective area before the changes are added.
