You cannot make the world safe for everyone.
If you were to ban everything that is unsafe to someone out there, you would have to ban everything. This is removing choice from people and is unconstitutional. The complete control of the people is not what the Fathers had in mind. Plenty of people ruined their lives at the dog track or casino before the computer came into being. Ban booze because there are alcoholics? We tried that and it gave organized crime a footing in this country. The US really banned it because there is no way to reliably tax it at this point because of non-US corporations running it off shore. I hope you didn't think they really cared about you.
