It does affect others
"The government should have NO position on alchohol, tobacco, recreational substances, gambling, or any other adult activity that does not harm anyone other than themselves."

Not to get all high and mighty moral on you; but everyones behavior can/does affect/harm others. The alcoholic that cannot support his/her kids. The public cost of sustaining a tobacco smoker as cancer, lung or heart desease progresses. The family and public support required to sustain a habitual gambler. The mental distruction of some street drugs. The murder, violence and property crimes committed to finance drug habits.

These vices never occur in a vacume, they do affect everyone eventually. Of course there are many that control their habits and partake moderately.

Internet gambling needs to be controlled so that money does not end up supporting our enemies. It should remain here in this country helping to support organized crime as it always has.
