Sure they can
Adults can make any choice they like, but there are consequences to those choices. Companies can make their own choices too, as can governments.

As I'm sure you're aware, there are MILLIONS of laws telling American adults (and children too) what they cannot do, OR ELSE.

Of course, the mix of these laws are horribly hypocritical. You can be sent to Iraq to be blown up when you're 18, but God forbid you be allowed to drink a beer... the beer might hurt you.

Should the government tell adults what set of morals they should live by? Absolutely not. The government should have NO position on alchohol, tobacco, recreational substances, gambling, or any other adult activity that does not harm anyone other than themselves.

When such activity DOES harm others, THEN the government can legitimately have a say in the matter. And I'm talking about harming others who have no reasonable way of avoiding harm. So if a guy has a gambling problem yet his wife decides to stay with him anyway, yeah she is being harmed, but by her own choice. As for the guy's kids... well, if they are being neglected or otherwise injured as a result of the gambling, the neglect or injury should be resolved directly, not indirectly by trying to ban gambling. If the guy wants to blow his money on gambling, trust me, he will find a way.

This story is not about inequity between gambling organizations inside and outside the country. It's about hipocracy and the government trying to be our Big Brother. There are far bigger and more appropriate issues for the government to address than trying to cram its morality down our collective throats.
