We don't care!
It would be in Cuba's or any other countries economic interest to have access available to local businesses and consumers. Even communist China figured that out. Any investment that any country make in such an infrastructure can only be to their own benefit. Don't cry about somebody else not buying it for you. Build an infrastructure or not. We don't care either way. Its your country and your problem. The real problem is any such regime fears open access and rightly they should. As far as the embargo it only means we won't do business with you. The rest of the world is welcome too if they want. If they don't its simply that you have nothing to offer.
