It's not a freebie, quite the opposite, once all the charges are in, domain+IP allocation will be a billion $ extremely profitable business.

It's just a tax like any other. The people benefiting want to keep it that way, which is not surprising.

I don't see the problem with fragmentation, what difference does it make if PartyPoker isn't accessible in the US, or AllOfMp3.com isn't available in Denmark.
Countries cooperate out of mutual need, but you don't argue mutual need from a position of weakness, which is what the UN countries are trying (and failing) to do.
