They don't censor it
In China they do make it more difficult to get content that is deemed banned but you can get it and China does nothing to stop you from getting. It's after you get it that they step in.

Think about it for a second. It's brilliant. You make the banned content available if you want to jump through a few hoops. This means that if you aren't actively searching for said info you won't get it. Now if you are actively search you will find it and that proves you are a dissident and the police will be dragging you away soon. So know the person didn't accidentally stumble across the banned info and you can lock them.

If you censor then you never get to find out who is trying to subvert the goverment.

Censorship is like making it so mice can get to certain room in the house where the food is. If you don't censor you can put mouse traps around the food and catch all the mice in the house.

Yeah China doesn't censor, they just lock people up who view inappropriate material or post inappropriate material. The real problem is what they consider inappropriate.
