My brother-in-law works at the DOD. He's a financial auditor with oversight in several areas, including the department you just mentioned.

Do you know the compensation rate for military mistakes non-US citizens outside of the US for military action?

(hint: very low)

Do you know what the US DOD puts them through to get that compensation?

(hint: a very rough process)

Honestly, let's think about this. If the US was providing adequate compensation for its mistakes (or doing everything to prevent them?), would we have the vendetta seekers organizing into global terror groups?

Who knows. Maybe not. Or maybe they'd find something else to be angry about, but the point is, if you can find a fact or stat that shows the US paying out 100% of those type of claims *to foreignors*... I'd be very surprised.
