But is there a difference to the civilians?
Imagine you're sitting in your apartment, eatting dinner, and WHAM!!!, a missile takes out your whole apartment building. You survive with a broken arm, you can see your young daughter, or parts of her, with in feet of you, your lovely wife dies in your arms. You find out that another countries military plane took out your building because there was a suspected terrorist, a person you've never met, living in a small apartment in the top floor. A surgical strike to be sure, because it only took out your building, but do you really care?
Do you say to yourself,
"Oh yeah, I get it, well that's fine?"
or
"How could they do this, they must pay?"


Or how about... you live in a town that has been peacefull for years. Some terrorists attack some civilians in another country. In response the other country not only goes after terrorists, but also bombs your town, killed your parents, your brother and his family, destroyed your crops, and using cluster bombs to boot. The other country says, you should be able to control the terrorists.
Do you say
"Well, yeah, I understand?"
or
"I'll get that other country and the countries that help it!. They destroyed my whole life, I'll get them back"

Now I'm not saying it's right for them to think that way, but the U.S. DID launch major wars at 2 countries because terrorists destroyed 2 buildings. I'm just saying I wonder how it looks on the other side of the coin.
What if there were Canadian "freedom fighters" (just pretend) attacking Canada from the U.S. . Is it okay if Canada surgically bombs a building in the U.S. where a "Canada terrorist" is hiding out?
Or better yet cluster bombs your whole town or city, to push the terrorists farther back from Canada? (forget the fact that the U.S. would pound them back to the stone age, pretend all the U.S. aircraft are broken).
I don't think that will solve the problem with terrorists, and currently it's only making it worse. But then if you do nothing, it won't prevent another attack.
It's a loss for both sides.
