This is from an interview on the subject.

"Our purpose is not to be excluded. Of course, we want to be in the system, but on a legal basis," said Boribon. "We want to be remunerated."

That is a direct quote.

It's not a matter of headlines and a line or two- BTW this most likely would be considered fair use in the US. For some reason Google's lawyers didn't appear to show up to defend them in court in Belgium- which is very odd.

Also Google does not make cache copies of the Google news items. It just links and gives a 15-20 word summary. And yes! that is exactly what fair use/Fair dealings is designed for.

Finally the robots.txt OPT out system has already been ruled legal in the US http://news.com.com/2100-1030_3-6050667.html

And yes I have used it and it is not hard to use for anyone who is competent- take that anyway you wish.
