Fair dealings is not fair use
The US courts already ruled that cache copies fall under fair use and it is is highly likely this would as well.

Most of Europe has the equivalent of the UK fair dealings and it only allows you to quote for the purposes of non-commercial research or private study and you can quote very short passages for purposes of criticism, review or news reporting.

It is much more restricted than fair use.

What these sites want is to be in Google/MS search but they want the search engines to pay them for indexing them- sounds like a sweet deal... NOT!!!
