This is a problem.
Don't know what Belgian laws are on the subject of fair use, but publishing links to pages on the newspaper's website should not constitute a copyright violation, any more than copying a page out of a library book for personal use does. If it does, the law should be changed. Otherwise, foreign search engine operators should strongly consider pulling out of Belgium.

I suspect that this is really about website owners trying to dictate to users how their sites are to be accessed; probably to maximize advertising revenue.
