Yes and No.
I do agree that having and working with files on the server is better in terns of having the latest up to date document and so forth plus backups, but backing up a user's hard drive is the only way to ensure that you have all the data company wide.

Backing up the server does not help get a file back when the user never put it on the server to begin with, and their HD crashes.
