No WalMarts in Redmond
There are no Wal-Marts in Redmond. MS gives people 150 sq. ft. offices. With doors. That work. You don't have to pay for parking. The offices are quiet. Try doing that in downtown Seattle. That's where you're more likely to get the non-technical people mixed in the same cubical area as the tech types.

If MS can't get top people to work for them, it's because either they won't pay them enough or (more likely) the stuff they are working on is not exciting and attractive to the best people.

The kind of people I'd want working for me as programmers are the kind of people who are super excited about the technology and the ideas behind them. For these types of people, they could and would work in Renton or Auburn, WA. Just give them an environment where they can concentrate on what they do. As far as that, I agree.

Personally, I think that the types of people that would choose a job based on their ability to drink at certain coffeehouses or shop for African zebranowood carvings at lunch, sound like management types or COBOL programmers.
