Fed might not care but I do know some oranizations that might. Marketers for example would love to get thier hand on data like this. Imagine the government revenue that could be used to help fuel an invasion of IRAN if they sold the market gold mine to marketing firm or two. So maybe the fed do care about the info just don't care about the trivial stuff that marketer might like. Not that I see this happening but it's just a thought.

I really don't see how this is a threat to anyone. The way I see this working is like this. Say the Feds had knowledge of child porn or even terrorist website, chatroom or what ever. They'd want the IP address of all who went to said internet service. They get a judge to issue a court order to have ISPs release that information from the logs they are forced to keep for X amount of years.

The only real issue I have with this is cost. Keeping logs of that magnitude comes at cost. Who pays for that? The consumer is who. It will probably only tack on 5 cents to everyone's bill but if you give a reason for major ISPs to charge they will take more that 5 cents and blame the government for that in order squeeze few more dollars out of thier customers while shifting blame away from thier operations.
