That would make proxies, ssl, ssh and ipsec illegal.

I ran darkstat on my companies 2 T1 lines a few yeas back and just logging the url requests is a couple hundred MB per day.

That is just on a mon - fri 6 - 5 business with 3.0 Mbs bandwidth, imagine a 155Mbs OC-3 24/7 you would need a pretty hefty SAN just for the log files.
