I own an Internet service provider, and consult for half a dozen more.

1) Currently there is no US or state law that requires ISPs to retain any data regarding end-users activity. And yes, I have read the law books, talked with local, state, and federal law enforcement officials including the ones specifically tasked with computer crime.

So if I were rich, I'd buy LinuxGeek a clue or two.

2) Any country passing a law regarding the Internet is ludicrous. There are parts of the world where a hacker can launch attacks against machines in a foreign country with no fear of prosecution or punishment.

3) Anytime you connect a device to the Internet, at some point in the chain of connectivity it gets a globally unique IP address. Users may not necessarily see that address and it may very well be shared with multiple computers through a technology known as NAT, which every off-the-shelf home router/connection sharing device that I can think of uses. The TOR network, if used, makes the globally unique IP address of the irrelevant whether it's logged somewhere or not. I doubt the TOR network will log it usage, but I can't say for sure.

4) I think the main user base of this software will be the unreasonably paranoid--people who should have no fear of their usage being tracked but are fearful nonetheless. Smart pedophiles will use far simpler means to mask their identity (like using unsecured wireless networks) and the stupid ones will continue to get caught in the same old fashioned ways they've been getting caught.

Long story short: Everything discussed in this article is all but pointless anyway.
