I don't know about that...
Would not the ISP just need to keep a record of the TOR connection. That's what you're "browsing" to after all. So why would TOR have to keep a record?
If I get information through Google, do they have to keep those record for 3 months? I don't think so...

Of course maybe there's something I'm missing.
