Word Perfect has long had a search engine
Legals were the last hold outs for Word Perfect because Reno's Department of Justice demanded it. Of course Ashcroft's Department of Justice undid that as well as the antitrust sanctions.

Nonetheless WordPerfect provided a search engine and it is quite good, indexing not only PDF and wordperfect documents but text, HTML and Microsoft Word documents as well. It is kind of a no brainer to see that for Microsoft to have the next great search engine it first had to create the perception that such an engine was unavailable by killing off competition. WordPerfect was also integrated with Dragon Natural hence addressing the ADA card Microsoft has played against Open Office for Vista.

Lets recognize that the Future of Software design at government offices no longer supports closed source code. As EU governments implement OpenOffice solutions, US local state and federal will follow. Tax payers have tired of paying for the same wheel over and over and over again. The wheels of the Microsoft bus go round and round. The busses; if they had only used the busses. What I am saying is that Open Source provides a foundation that can be built upon and continually improved. It is unclear, and certainly has been shown in Microsoft's case, not to be a foundation when closed source. Close source is more like a rug that eventially is pulled out from under you by the vendor itself owing to a new replacement product or by the company that purchases the vendor's product and would prefer not to support it.
