The end user already has the ability to choose and pay extra for higher connection speeds and reliability. These are real world limitations and the end user is paying for real world solutions. It is simply wrong to allow ISPs to impose imaginary barriers and then charge to remove them.

Why shouldn't Telecoms providers be able to offer degraded standard phone services with no guarantee of connection, calls rerouted for advertising, synthesised interference and unreachable destinations. Then they could charge more for a clean line with a guaranteed connection.

It is essential that the basic underlying network communication structure should be neutral and provide guaranteed, unfetered and unbiased access. The end user is then free to choose the services that he/she uses on that connection.
