Just don't allow changes to be made anonymously
It's simple. Remove the anonymity, and people won't vandalize. Have people sign up with their credit card or something. Charge them a penny a year for membership, then refund it back at the end of the year. This is assuming you won?t have identity theft issues. But either way, if someone breaks the rules while using an account associated with a particular credit card, then they can disable that account. I mean, people aren?t going to go out of their ways to apply for credit cards, just to vandalize Wikipedia.
