Yes, it's surprising the cable company agreed
The telephone companies want to charge the companies benefitting from new video-dedicated bandwidth. That's to hold down consumer prices because the telcos have to catch up and compete with the cable companies on the basis of price.

The companies that would have to pay want to shift costs to consumers to hold down costs. That cost shift to consumers is called "Net Neutrality" because all telco consumers pay the costs for all the video providing companies without distinction.

Anyway, if Net Neutrality harms the telcos in their competition with the cable companies, why wouldn't a cable company be in favor of Net Neutrality?

Perhaps this is an attempt to gain favor with the FCC official, knowing that she will have no impact on the political outcome.

The politicians will be choosing between groups of companies, telcos vs video providers, with some consumers uncaring, and others hoping to assure themselves monthly telco costs so high that they might cause a cable monopoly.

In that case, Comcast will definitely need the tolerance of the FCC.
