They do if they give schools money. Yes, education is primarily a state thing. But name one state that can fund its education system without federal dollars.

So, what you're saying is, businesses and residents in your state pay taxes to the federal government so it can give the money back to you and tell you how to spend it. Sounds like a situation where cutting out the middleman would be a good thing.
