It's an under estimation
I would say the 1 in 3 Pirated CDs is an underestimation. Even in the US you can go to Flea Markets and street corners and get Pirated DVDs and CDs.

This is the real threat to the music and movie industry and not the trading of low quality songs and movies that are so low quality, that they are barely watchable/playable, over p2p.

Also these pirated CDs and DVDs are what is funding organized crime and such not file sharing.
