I think it is all three...
Do parenets really want to abdicate their responsibility or are Americans just stupid and lazy?

It seems that many parents have found that raising children isn't all roses like they thought so they want to abdicate some responsiblity. Then there are those that are just plain lazy and want others to raise their children. They are beyond hope and I feel sorry for their kids.

For the last, I wouldn't say stupid, but they don't take the time to learn about computers and the internet like they should. Maybe they are afraid, or maybe they just don't understand. Almost every major ISP offers some sort of "nanny" product. Heck, many porn sites have links to them on the front page.
