That may help clean up YouTube because that is server based, but it won't stop copyright infringement altogether because of P2P. And what do copyright holders care about YouTube anyway? So since they can't stop copyright infringement and they don't give a crud about YouTube they may as well go after the money.

Individual uploaders generally cannot afford the $150K/infringement cost, so better to go after the companies with cash. Even if YouTube does go bankrupt there will be a much larger reward than if they go after individual users.
